NPC's and the likes

Ok, yeah, so... God forbid, there has been a new rule that is being set up. You are not allowed to bring up NPC's without the creator of the topics permision.Ok, yeah, I can see that you would argue, But what about that creepy kid that is walking across the street! Yeah, you can do that, but nothing big, like, say your fighting a Mammothmon. You can't suddenly bring up a Garurumon to in the fight without the Topic starters permission.
